PROFILE OF DEPARTMENT OF REGULATION AND COMPLIANCE

MANDATE:

To manage regulation of nursing and midwifery practice and professional conduct, including nursing homes and agencies as well as the inspection of training institutions in order to ensure compliance to set standards and provision of quality nursing and midwifery care in Zambia

 FUNCTIONS:

  1. Ensure100% regulatory compliance – in all the four (4) faculties of nursing i.e. nursing education, practice, management/leadership and research
  2. Patient and Public safety – addressed through regulation, monitoring and evaluation of quality of nursing and midwifery services
  3. Improved professional image – looks at strategies such as enforcing standards, external relations with nurses/midwives and the corporate world – ultimately contribute to improved image of the healthcare system

 UNITS:

Monitoring and Evaluation Unit

Function:

To monitor and evaluate the Councils programmes in order to facilitate the measurement of achievement and propose remedial interventions.

 Standards and Compliance Specialist Unit

Function:

To undertake regulation of nursing and midwifery practice and professional conduct, including Nursing Homes and Agencies as well as the inspection of training institutions in order to ensure compliance to set standards and provision of quality nursing and midwifery care in Zambia.

 Registration and Licensing Unit

Function:

To undertake the processing of registration and licensing of Nurses and Midwives as well as nursing and midwifery institutions in order to facilitate decision making.

SERVICES OFFERED

  •  Issuance of Certificates and Diplomas to graduate nurses and midwives
  • Registration of graduate nurses and midwives
  • Re-registration of graduate nurses and midwives
  • Registration of approved training colleges for nurses and midwives
  • Registration of approved Nursing Homes and Agencies
  • Issuance of practicing licences for registered nurses, midwives and training colleges
  • Inspection of training colleges for nurses and midwives for compliance to set standards
  • Conducting nursing and midwifery audits to monitor and evaluate the quality of nursing and midwifery care offered to members of the public
  • Investigating and processing alleged cases of infamous (unprofessional) conduct for nurses and midwives on behalf of the Professional Conduct Committee
  • Training and coordinating operations of the GNCZ Inspectors for the purpose of
  • conducting compliance inspections and audits in training institutions and health facilities
  • Verification of nursing and midwifery qualifications
  • Replacement of lost nursing and midwifery professional documents
